At the Greater LA track we run the rear upper pins in the "upper" position.

Actually that should lower the rear roll center if he's talking about inside hinge pins.

Default rear anti roll bar

can someone please explain where you adjust the anti roll bar from point 1 or point 2???

in the setup sheet it says anti roll bar 2.2 mm where is that measured from???

2.2 mm is the thickness diameter of the sway bar itself, as Velox have 3 different thickness sway bars 2.2mm, 2.6mm and 3.0mm.

2.2 is the thickness of the sway bar that comes in the kit. There's a 2.4 and 2.6 option sway bar also.
