If you pull the two-speed assembly off the car and remove the second-speed spur gear you can look at the part that has the pin with some plastic around it. If that pin and plastic looks like it's got virtually no wear then indeed you may be stuck in first. If on the other hand it's got some wear then I second Garen's guess that you're in second.
I assume you've already played with adjusting the grub screw in and out that's meant for tuning early / late shifting? I've had the spring wear and had to replace it. The symptom from a worn spring seems to be early shifting...
Last idea - You should be able to hear the car shift holding it off the ground. If you go from idle to full throttle over, say, 6 seconds or so you'll hear the clutch engage and you should later hear (and feel a snap from) the second gear engagement. I think this is a better way of figuring out whether it's shifting at all then on the track...

Two things:
1- How is the engine running? Is it running clean and reving pretty high. The shift is harder with a tight engine that is being broken in as it won't rev to the shift point.
2- Loosen the adjustment screw. Careful though... too loose and it shifts very early and you may not notice that it did shift. At Vegas, with the big track several of us were thinking that it wasn't shifting. The truth of the matter was the speeds basically kept the tranny in second and it wasn't shifting.
Your actual mileage may vary....

David,
If you don't have the 15/19 clutch bell gears yet, get them. Most of the people having trouble with shifting have the 14/17 gears.
You can also talk to George & Tony about it.

I am running 14/19 with Novarossie 21 + 35 and having no luck to shift. I need to figure this out before our Las Vegas race in few weeks. I am very fast in corners but i have to get off thorttle in straight away. Do you thing going to other gears is going to help.

There are several posts for rules in this thread... you may want to look at them and see if that car fits in... especially the 'buggy based chassis' part.
