A good starting point for me has always been 4 out on top and 2 out on low. Adjust the response from there by closing the low 1/16 to 1/4 turn at a time.

I have the same engine. According to the instructions, the starting settings should be 4 turns out on the main needle, and 3 1/2 turns in from flush on the low speed.

On the high speed, turn the needle cw until it stops, then turn it ccw 4 turns. On the low speed, Nova Rossi suggests turning the needle CCW until it is flush with the nut on the carb, then turning CW 3 1/2 turn. This is to prevent damage to the needle.

High end needle is the one on top. Idle screw is usually small black screw located near the brass screw. Do not touch the brass screw. Low end needle is the one inside the slide.
