It's an easy answer !!!!!

It's the cheap version of the thing that they put on dogs to keep them from scratching their heads.
It's called an Elizabethan collar, You can also hear your car Better !!!!

I think it's a "PVLD" (Peripheral Vision Limiter Device). To be used only by those with too much peripheral vision .
