I remember seeing a video with Adam Drake I believe it was about gluing tires and he said he puts the holes towards the outside edge of the tire. I have no idea what the difference would be though versus in the center of the tread.

I use the inside side wall with two holes from a hole punch. Found it allows a lot less dust/dirt to get trapped in the tire which makes clean up much easier for reusing the closed cell foams in new tires.
