Default HPI Trophy 4.6 Won't Start With Air Filter On

I was having an issue starting my truggy for the first time for break in, so I did some troubleshooting and found out that with the air filter and housing completely removed, the engine starts in a few pulls. With the filter back on, it doesn't come close to firing.
Needles are all set to factory settings, and engine was pre-heated with a heat gun before each start attempt. Tried 2 different plugs, throttle is adjusted correctly, carb is open 1mm on idle but no luck with the filter box attached to the elbow.

Should I try leaning the high end some? I don't want to run the break in too lean, especially because it's getting cold. Plug not getting hot enough maybe for the rich setting?

Any help is much appreciated.
