Default 12V charger

I purchased a Schumacher 1562-A to charge my 12V (Hangar 9) starter box batteries. It does 1.5 AMPs... problem is, it reads as the battery is charged, when it's definitely not. Plug it in to my starter box, and it barely turns the wheel. It's brand new and has been doin this since the first time I used it... Am I doing something stupid wrong? I used the overnight charger I had on the same battery and it works fine... Thanks!

Thats basically a trickle type float style charger. As long as you've got it on 12v, I don't see what you could be doing wrong.

Unit sounds like its defective...
