When you install a new pipe all you have to do is retune right?

Yes. Sometimes the tuning change can be very dramatic. Most of the time it just requires a slight tweak.

Also, you may find that if the new pipe has a very different power band, clutch and gearing changes might be needed to really get the best out of it.
