It says this on the horizon website. How is this possible?

There is an insert that can be removed.

If you run a external fuel filter, then you basically need to leave the insert in the tank. Otherwise take it out for the proper fuel capacity.

If you open the cap and look down you will see a screw, you can take that screw out and a plastic insert comes out along wit it giving more room for fuel. But if your track only allows certain specs check with them first.

Does anybody know how much more cc's of fuel you get with it taken out? Or what is the total?

By adding the plastic insert or taking it out, using more or less fuel line, and/or using an additional fuel filter.

this was Losi's strategy to gain club racers...

It's not cheating, it's just allowing people to more easily run external filters. So rather than adding a filter and having a ridiculously short fuel line, you can run the filter and a good length fuel line.

Easy way to find out. Take the fuel tank out of the buggy and plug the lines at the end. Fill it with fuel to the top and pour it into a measuring cup. Do the same with the insert removed and compair the two.

my losi tank teched legal at the last state proseries race with the insert removed. as stated earlier it is for people that wish to run an external fuel filter.

Mine teched legal there too without the insert or fuel filter. If you don't use a fuel filter you just have to shorten the STOCK fuel line about 2 inches or so. It cuts it close but passes.
