Here is what Scotty told me about why they hadnt announced the location when I PMd him:

"Unfortunately things are still in a stand still trying to get approval for this event. We are working to get approval for parking to have 200 racers at the facility. the decision for parking comes from high above in the company whos parking lot is next to the track. That is the thing we are waiting on. Once we have the word yes or no on that we will make the announcement. We gave a deadline of this week for them. Then we will know."
