Did you get a chance to check out the GA Master track list? It lists most of the GA tracks and their general classes. As far as I am concerned there are no bad tracks in GA, just personal preferences - so visit a couple and see where you fit in best.

Loganville is the closest outdoor off road track. Hotshots in marietta has an indoor off road track and an indoor on road carpet track. Its the closest one to you.

Other than Loganville, the tracks in Easley SC are the quickest to get to from Jefferson. They are about 70 miles staight up I-85.
They have a 1/4 scale paved banked oval, a paved road course and a clay offroad track. Also, there is an onsite hobbyshop.
There has been a lull in onroad racing, but oval & offroad are still going well.
The track website is:
http://www.carolinarc.com/
Note: The road course has been resealed and has a different layout than the picture.
