I failed to find a single writeup that talks about the definition of different classes for 1:10 190mm touring.

Can someone please help?

E.g., Blinky, Superstock, Blinky Superstock? Then there is Modified right?

Can someone please help differentiate the above for me? Thanks!

It's really very simple:
Blinky - zero-boost mode on the ESC (shown by a blinking led in neutral) = no timing on the esc
Boosted - timing on the ESC is allowed
Stock - motor is limited to a certain wind, usually a 17,5t
Superstock - just a fancy name for stock with a more powerful motor e.g. a 13,5t or 10,5t
Modified - no limits on either ESC or motor power or timing other than the motor size

Blinky superstock than would be something like 13,5t motors with no esc timing allowed.

The only one that I do not understand is Blink Superstock. If Blinky is no ESC boost, Superstock is say 13.5T, then why would Blinky Superstock - 13.5T with ESC TIming?

Do you gear say Boosted and Blinky the same way?

Sometimes there is a prescribed gearing for stock in the rules. Usually a lowest Final Drive Ratio than you can use.

If not prescribed you typically would use a slightly higher FDR (smaller pinion) in boosted than in blinky.

If you're talking about the United States there is basically 4 classes right now (5 if you count 13.5 blinky, but there is less and less of that being run)

Vta is 25.5 blinky, 1450 grams, spec tires, spec body list
Usgt is 21.5 blinky, 1380 grams, spec tires, spec body list
stock touring car is 17.5 blinky, 1350 grams, possible spec tire per event
mod touring car is open motor with boost allowed, 1350 grams, possible spec tire per event
