Motors have become much faster over the last 5 years. Today’s motors (21.5, 17.5, 13.5) are probably one full wind faster than what they were, this alone means that classes need to go to slower winds to keep the same speeds.
Maybe on a big track the 17.5 one cell is slow, but on a small track it works well.

The updated rules have been put in the first post. They have been slightly adjusted from what you posted above to clear up a couple of questions.

I don't see any rule changes. There was a few body's added but no rule changes. I guess if u consider the add weight to the roof a rule. Then ok there was one! but no one will do this when u can just pile on stickers or paint on the lower parts of the body I expected something that would make a difference

I have been out of rc racing for a long time. Im trying to envision how long and wide these cars are as compared to an Associated RC10L3.

This class has a 200 mm (7.87 inches) width limit. The car would need to be that or less over the sidewalls of the spec rubber tires. If you don't have these and only foams to measure on you need to know that the rubber tires have a significant sidewall bulge that you would need to account for.
The wheelbase of that car should be within the specs.
