Quality and thickness of the windings as also the magnetic strength and thickness of the rotor are playing a role on the KV value

No, probably not an error, simply 2 different companies with different testing standards. Same thing happens in full scale cars, think about how each auto maker rates their cars' EPA fuel efficiency, they all have their own tests that they get the EPA to sign off on, but they're almost NEVER realistic as far as what we drivers see on the road(only cars I've owned that could actually hit their EPA numbers have been my Hondas, but the Fords, Mercurys, Mitsubishis & Hyundais I've had all fell WAY short of their rated mpg numbers). Motor makers for RC are the same way, they all have different standards, so in truth you CAN'T do an apples to apples comparison, only thing that really matters is how you use it. The 9T might be making MUCH more(no pun intended) torque than the 13.5, as well as more power. All that really matters is which one is faster in your car, if both are geared properly....
