Default SS5800 Question

Ok something is up with my SS5800. When I set it to the lower setting (setting 6 for the owners), and i turn on the car on, first the blue led just stays on? What does that mean? just that its at the lower setting? Ok and then, when I hit full throtle, the rpms get to their top. So lets say full throtle is at 100% limit of the rpm, itll drop down to say sumthing like 95% rpm and back up to 100%, but iam still holding the trigger, not moving. I can hear it hit its peak, then fall, then hit peak again, and fall again. And so on. This doesnt happen on the higher settings. Any1 else have this?

perfectly normal, it is limiting the rpm of the motor
