Default KV rating of a motor

What does the KV rating of a brushless motor determine?
Acceleration, torque or speed?

Under no load, kv is rpm per volt imputed. So a 5000 kv motor on a 2s (8.4) charged pack would therotically rotate at 42,000 rpm.
