I always had a feeling that those were more for drag and stability.

Now 12th and Pro Ten seem to just use the main body.

Back in the day, the cars were almost undrivable without the wing, especially outdoor oval. But that was more due to setup and tires available at the time. Now, tires have more traction and the bodies create more downforce.
