I don't think this is 100% correct Tim, There are several other differences between ROAR and USVTA Rules, or at least at last years ROAR Carpet and Outdoor Nationals.

The Rules we ran at last years ROAR events differ from USVTA as follows:

Any MFG 25.5 Motor, not limited to just NOVAK
Any ROAR Approved Blinky ESC, not just USVTA Spec ESC
Any ROAR Approved 2S Lipo, not 5000mAh limited as in USVTA

I'm 90% sure I'm going to make the trip down, and 12th mod will DEFINETLY be a desired class, I might even let you drive my car again

Typically you can sign up at the race....assuming they have an un-even number of entries. So lets say they have 29 entries for stock TC....1 person signs up at the race they usually close the class.

Now lets say 11 people sign up for Mod TC. You have 9 slots to fill.

It's a crap shoot. Its highly recommended to sign up before hand.

It will also affect the awards. If there is only 6 pre-entries for a class, that is all the awards roar will normally order, instead of all ten for the a main
