just look up dc to dc conversion with square wave or pwm. There are a lot of easy-ish ways to do it with radio shack parts.

if I made something that you hooked up to a power supply and allowed you to adjust motor speed for lathes etc that could handle 20 amps would people pay $50.00 for them? Thoughts anybody?
