In Thailand, where it is very hot, I saw a lot use fans but no heatsink.

Here in malaysia too. We find it better without heat sinks, or for me at least. I have 2 tornado fans blowing, no heat sink.

Most electronics companies carries them. mouser.com, digikey.com, farnell.com etc.

Fans are the best way yes, but answer to the question if a thermal paste could be used to increase the effiency of an heatsink is yes. It can be used, and it will increase the effiency.
