Default [ESC] Quark plasma 0 timing legal ?

Hello,

I ve checked the 0 timing esc roar list and didn t find the quark plasma.
Why aren t they allowed ?

Quark is non-existant in the USA.

If an ESC is not on the ROAR list, it either does not meet the ROAR specs or it has not been submitted for approval in the first place.
