Is it possible to make full headlights with casing?
I want to customize my viper shell and add tail and head lights. I dont want blinkers. Anyway I dont want to just drill holes where the lights should be it looks too cheap. I want to make it properly by adding the glass casing over the lights. Is it possible to get them? Ive seen some custom shells that people make and it has the proper effect with the glass casing and looks really really nice.

That's not glass. You just don't paint over where you want the lights to be. Then you buy a light bucket or make one, stick it behind the clear part, put in an LED, and you're done.

Google is your friend: "HPI Viper body site:hpiracing.com"
The HPI Viper body doesn't come with light buckets.
But, as others have said it's easy enough to make your own with some clear lexan and shoe goo/rubber cement. Cut the lexan to an appropriate shape. Paint silver or black as you prefer. Mount LEDs to lexan with led holders. Shoe goo/ruber cement home made light buckets in place.

You can also try searching for light buckets from other manufacturers... I have Tamiya light buckets in my HPI 911, and Yokomo buckets in my Street Jam S14.
R2hobbies (and others) also sell generic light bucket sheets - it has a few square, circle and rectangles of various sizes.
