Help, Integy laser tweak board c22309

What is that balck thing on the aluminum cylinder and what is its purpose. Does anyone have an idea.

i believe the black item is used as a stand to prop the front half of the tweak board up, off of the ground/table. it mounts on the long steel rod just behind the front tweak plane. secure it with the set screw provided.
