If you don't need a discharge feature look at the APS 3 IN 1 Dyno-Charge at www.speedtechrc.com It is really the best charger for under $150.00 unless you apsolutely need a discharger which I am finding I rarely need from my charger as discharge trays are better equipt at it and they all take the amps from each cell insted of from the outside two.
Just my two pennies...

If you deadshort your packs the APS Dyno-Charge may have troulbe detecting the battery and allowing the charge cycle to start...apparently it senses the voltage of your pack to determine it is hooked up with the proper polarity....

Just an observation from a friend of mine who is using one of these..there MAY be a way around it...

starting a charge with dead shorted packs is easy all you have to do is set the charger to motor run and hit start for 2-3 seconds gives the pack just enough to bring the voltage up from zero. The original GFX software was llike that as well.

This looks like the charger to have now. Charge/discharge that is cheap and full of features. Get two.

The new APS Dyno Charge is a great value. The motor test functions are awesome. The charging is similar to other mid-high end chargers. You'll need a good power supply. I paid $155 from All Speed. www.allspeedhobbies.com

the ICE or the PULSAR are the best choices.

Check out Cell Master from Muchmore Racing...... it is a true linear charger and the CTX function is awesome...... I dont know what retail price is in the US but in canada it sells for $240 Cnd..... Same charger that Rheinard, Surikarn and Hara uses so you know its good stuff...... it is not widely available yet in North america ( it should be soon), contact Debbie at Raincity Raceway in Seattle, they are one of the distributors........ and APS is good as well......

I think that all the chargers that we are talking about should do aprox. tha same job.
One may have sth more one sth less.
Still searching...
Also i tried to find CTX but it is too expensive to get it grom Japan ( I live in Greece).

Not if you use the temp settings it does not false peek. I let my batteries sit in the discharger over night and as long as I am using the Temp probe it never false peaks. Although if I din;t use it I could see how it could. But the temp probe comes with it so your friend should start using it.
My $0.02
