Webcams don't update enough in real time to see anything moving that fast; streaming video would come close but probably still wouldn't cut it.

For the chat, to access #rctech you need to make sure you are connected to irc.irchighway.net and then join #rctech. There are lots of different IRC servers so make sure you're on the right one.
