Dyno
I recently picked up a CS-Powercheck. Very easy to use, and great results. They are cheap used, but new there are other Dyno's that are comparable.
The Torque is the magic number. Going on amp draw and Rpm, you could take a great motor and make it ok or good. I've taken motors and lowered the rpm to get higher torque. lol

I have a CS Dyno, very difficult to get in the US... Works great though... The only thing you'll get for cheap is a Motor Checker, not a Dyno... Expect to pay $300+ for a used Dyno...
