The proper answer should be practice and education...

Since this is in the "On-road" section my home tracks rules dont apply... but all of those things you said are common practice and encouraged off road...LOL

Driver whose vehicle operation, or performance constitutes a hazard to the other vehicles in the race. Including unsportsmanlike driving, and intentional hitting of other vehicles, intentional blocking when being overtaken.
Relentless badgering in the pits. If that doesn't work, we take 'em out to the wood pile. If that doesn't work, black flag them. If that *still* doesn't work, seaball gets them.

Isn't Seaball the person they loosely based "Red Dragon" on?

Adopt the policy,

"You do me, I do you toooooooooo!"

I think the Seaball approach is best.

Verbal warning, then verbal warning, then verbal warning then a chick fight in the parking lot.

"If you two wanna turn yourselves into a greasy spot out on a country road somewhere, go right ahead. I don't give a sh*t and I don't think anybody else does, but you two monkeys are not going to do it on my racetrack. You ever heard of a "Japanese Inspection?" Japanese Inpsection, you see, when the Japs take in a load of lettuce they're not sure they wanna let in the country, why they'll just let it sit there on the dock 'til they get good and ready to look at, But then of course, it's all gone rotten... ain't nothing left to inspect. You see, lettuce is a perishable item... like you two monkeys. You trade paint one more time, you so much as touch, I'm gonna Black Flag the two of you, and tear apart your racecars for three-hundred laps. Then, if you pass inspection and you put your cars back together, I might let you back into the race."
