Default Help! What is this blue crap.

First I would like to say Hello! I've been lurking these forums for a while now, I am in awe of all of your beautiful cars, and technical knowledge. This is my first post because the search feature failed me. I wanted to shorten the wires coming out of my 4600KV Castle CM-36 brushless motor. I took the cap off the front, to find some really weird blue crap in there! It is stuck to the inside, and is hard as a ROCK! Can I get rid of it? If so, any tips to getting it out?
