Default stock bl rules vs brushed rules

Why are motors with adjustable timing and rare earth metals allowed for bl racing & not for brushed stock motors?

a, because your track owner says its ok
b, because your club doesn't have any rules against it
c, because thats the way they make brusless motors
d, because no body really cares
e, because now we have a excuse to start a thread and blame roar
f. because your true answer is in your question.

(we aren't racing "Stock" anymore)
