Default JR python

A friend of mine has a problem with his JR python. The dual rates feature on it isn't giving the steering servo full throw(maybe 30-40%). He can get full throw if he uses my XR2 TX. Any ideas?

There is a little thing on the side where you can adjust the steering throw, you turn it to 100%.
