Questions?? Tamiya mini m03 help.

Ok, now don't laugh..
I have just sold my Losi mini-t fully alloy with brushless system..
Went about 25mph..
Now, this maybe where you all giggle..
I have just bought a Tamiya mini m03 chassis (stock) with msc not esc.
I have a limited budget, about 150..
My question is, can i get it running faster than my mates 1/16 vxl brushless (stock)..?
I would be grateful of some sugestions and ideas to do this, as he seems to think its going to be goin at snail pace, which it probably will..
Hope to hear from you all very soon and hope you can help..

Many thanks, from stu.
