3amps or less. Not enough to charge a touring car battery.

i charge my lipo at 2amps on my car battery in 70min. so using cig lighter would be fine...
i guess u mean a really fast charge?

Depends on the car, I can get 15 out of mine if I had something that actually used that much current.

why dont direct connect the charger to the car battery terminal ??

i used to charge my NIMH cell 6amp last time without any problem.........;);)

True cigarette lighter outlets are usually fused at 8 amps, so regular charging should work just fine. I've charged many batteries using a cig lighter outlet while driving to races.

"power outlets" are generally fused at 15 amps or so. The limiting factor is how good the contacts are.
