Default electric set up help !!!!!

im pritty much an electric noob although I have had electric in the past. OK so i have a Ripmax Xtra Quantum electronic speed (pritty sure its used for boats and has a 18t limit) and MTONIKS Big Lix Mach One 15x2 motor and a 1300 mah batt pack. the motor only spins up when there is no load at all ! I mean when i take the pinon off or when the motor is dismounted. I only have to rest my finger on the pinoion and the motor cuts out. My belts are very tight and have a lot of tension and you have to press down on the car to roll it along the floor (when the motor is in also)

p.s I have tried 3 different cans and they all do the same.

can some one please help me. is the speedo just the wrong one ?
