The upcoming Kyosho Fazer EP seems well suited for this, RTR comes with oil shocks, bearing and spool...

There are heaps of reliable RX7's. They make the best boat moorings i've seen

On the cheap and fast thing, i'd get a second hand car and spend all the change on a grunty vrushless set-up. Sure it's a bit of a butchers approach, but if you look around there are good second hand deals

Buy a used X-Ray FK05 or T2 that comes with spares. Provided that you're not trying to keep up with national champions , you'll meet all 3 of your criteria (reliable, fast, and cheap)...
