You could do that with beta v199-2. So it was out before v200.

i only have one thing to say,,,,, 'EDDIEO WAS RIGHT'

so someone found a esc that kicks ass, well good for them, soon I will be able to buy one, and I will, but lets not forget, there were chassis being run that the 'average racer' can't get yet, but soon will be released. I think these major races should be a show case of new products to come. and to answer the orginal question, No, roar should not make rules reguarding ESC's, unless roar will carry a huge box full of tamper proof ESC's to all the roar races to use as handouts.

Someones gotta test the new stuff.

If Tekin released the new software and it had bugs everyone would complain about that.

I would guess if it was Tekin firmware that was the problem the Tekin guys would have given it to whomever wanted it. But was the difference between .5 and .3 delay on turbo really going to make it a lot faster than other ESCs?

Not anymore, if 2 drivers are of equal talent with equal set ups, the one with the new "timing" speedo will win everytime. Now unless you have a Tekin that is constantly updatable or current (within the last 12 months) speedo, you are not going to win, you can be competitive, but in no way can you win. Like I said earlier, you eventually can drive pass lesser talented racers, but when you come to someone of your level and they have the newest of the profiles and you are stuck with a LRP Sphere TC or Novak GTB you will lose everytime. Then that racer has to go and spend 200 to keep up with the Jones's!
The only way's I can see this stopping is either:

Ban all electronic timing (mechanical only) ie. endbell.
or
Eventually they will do all they can do to the speedo so everyone will have access to equal equipment.

Heck I'm getting ready to buy 3 new speed controls myself, but I kinda want to wait to see what the speed control of the week is when winter racing starts locally.

With zero delay, the timing would keep ramping up without delay. And obviously, with delay, the timing ramp would slightly delay after full throttle before it would ramp up. This would mean several feet on a track before the extra "boost" kicked in.
