While offset axles do shorten the wheelbase by 3.5mm, that is not the point of their use in tuning.
Offset axles locate the axle behind the kingpin to change the way a car turns, and have a profound effect on handling and added stability.
One can expect mid corner, to corner exit under-steer with this option.

if you read back a few pages you'll see this question asked (several times), chase 
but...
rear motor mount and soft -tplate - everything else is eye candy
depending on what you are running at Mimi's - you got soft rear rubbers and hard front rubbers

Will the Wolf be ok to use at TCS races?
I ran my "107" yesterday (basically same car as the Wolf) and with the wider
width and the 103 tires the car was on rails.
Technically the release of this kit allows you to mix and match 104/103 parts.

Have anyone tried using the 3racing f104 wing set? Any feedback compare with our stock wing?

When I ran the car back to back changing the wings from the kit to the 3# racing, I felt the car handled better at the front and had better rear grip.
I do run rubber tires all round.

tcs racer racing rubbers
Today i ran my 104 with rubbers for the first time. The car is stock and the surface was sugar watered blacktop at about 15 C. I should mention the car is tcs legal, to be run in tcs events.
first i tried the optional front and rear rubbers. I found the car pushed into corners and spun as soon as you applied throttle out of the corner. Then i tried a softer spring in the front and it reduced understeer a little, but still the on power oversteer.
After that i tried the kit front rubbers and what i found was, it didn't understeer anymore but any throttle input would induce a spin(better grip with these tires).
I have 2 sets of optional rears, the ones i was running which i installed the insert. Now i glued up a set without the insert at all, anybody have any insight as to how this is going to work out for me? I won't be able to test for a week or so.
