it's for:

1. belt tension adjustments.

and

2. adjusting roll center

The Schumacher's, Xray's and seemingly every other TC has this adjustment.

Schumacher's low position is identical to Xray's high position apparently.
Xray team drivers have experimented with cams that allowed finer adjustment but they ended up going back to the high position.
