Default Foam Tire gluing question

Do I use CA (thick?) or contact cement to glue foam tires to the rim?

Also, aside from washing the rims to remove mold release, do I meed to scuff or sand the rims?

I wouldnt use CA....too hard to work with.....I use a vinyl cement/rubber cement........it works well.
Also, use a course sandpaper on the wheel for that extra bite
