What's the difference between the kit shocks that come with the MRE and these new option shocks? 42102 TRF shocks .

the new coating of the shock body, the gold shock shafts and the white colored medium (yellow) springs
those are the differences over the last shock set (49355)

You can go to Tamiya USA's website, on the top of the page under the banner, there is a radio control tab, click there and you'll see a TRF race center, there are some set-ups there.

Try this guy - Dinball - MRE Rear Belt

Or you could just use either the std (black)/low friction (white) rear belts and just adjust the tensioners.

Hope this helps.
