I was wondering where would be the best spots for drilling a tc3 chasis for heat reduction

heat reduction of WHAT ? for the motor ? get a fan +heat sink. Don't weaken the zone where the motor sits.

For the speedo, its pointless drilling, except if it has an aluminium case. Then you can drill a few 10mm holes under it, and attach it with the least possible amount of thick double sided tape. Did it for my GM.:) Sorry for my english, and good luck.
