Anybody know any background on this facility?

Was it purpose built?
Is it a sealed surface?
What are all those buildings surrounding the track (residential, comercial) ?
When the layouts are switched around how do they remove the painted lines that define some of the "crossover" areas?

Back in the day that's all we mounted servos with...SERVO TAPE!! We'd cut the ears right off of a new servo...
