14.8 volts is the nominal voltage of the pack and is the correct setting for your charger, 3.7 volts per cell.
Your 4S lipo should charge to 4.2 volts per cell, so for a 4 cell pack it should charge to 16.8 volts.

On the ICE charger, scroll to a new memory page.
The second line set: Li-Po 14.8V 3300mAh
chg current: 3.3A
All the other settings can stay as they are. It is ready to go.
When it charges the amps will slowly climb up to 3.3A (it will now sit at 3.3A) until the volts reach 16.8V. The charger will beep once when it reaches 16.8V. This is the end of the Constant Amps part of the LiPo charge cycle. The pack is 80% charged.
Then the Constant Volts part of the charge cycle starts. The charger will keep the volts at 16.8V but the amps will drop slowly down. The charger will beep again when the amps get down to 0.1A.
