Default Different motors KV and batteries V for 1 Class.

In the case, our organizers are going to asking for ourselves' opinion and comment about, if is possible to introducing a single Class which allowed different KV motors with different batteries voltage for next year.
So he supposed as the new rules could be like this:

Motor KV Battery Votage rpm
6200 (6.5) 4.8 v 29760
4600 (7.5) 6.0 v 27600
4000 (11.5) 7.2 v 28800
4000 (11.5) 7.4 v(Lipo) 29600
23T brush 7.2 v 30000

Could someone could tell me which combination do you think take more advantage, i think the weight limit could be free as happened too this year then our track should be like this year on a tight and low traction concrete floor.
