Default Duratrax pulse charger blowing fuses!!!

I have a duratrax pulse charger, and I know its pretty crappy but I use it to charge rx packs for my ntc3 and to charge packs for my basher electric car. After charging about 2 packs for my basher electric car I put a dead 3000 pack on it and the status light started to flicker this is what happens when the chargers not pluged in and you have a dead battery on it. So I take the battery off and the light goes off completly showing that the charger is unplugged, but it is plugged in. so I inspect the charger to see why the AC powers not working. I took the fuse out to see that it was blown. I bought some fuses at radio shack that were rated the same (3A 250V) and put one in. I plugged the charger in and put a battery on it and then the light started to flicker again and when I took the battery off it went off. So I check the fuse to find that the new one is blown. So I put another in in the opposite direction (just in case its directional) and plug it into a diffrent socket and the light dosnt go on (I didnt plug a battery into it). So I take the fuse out and find that this one is blown too. Why does it keep blowing fuses? I only have 2 fuses left so I cant really experiment much with it.

Any help would be appreciated
