I was just trying to figure that out myself, only for NiMH...

I can't tell you anything exact about NiCD, but from what Ive read for NiMH people generally seem to say 1C (1/1000 of your pack rating...IE 4600 charge at 4.6A) for regular charges, and around C/10 for breaking in/conditioning...

Thats NiMH though, cant tell you for NiCD...

I CAN tell you that the search feature on this forum, and google gave me a LOT of material to read over and really shed some light on the situation.

I recommend starting there

NiCD can be charged at 4C which should result in a 15 minute charge time. For a 2000mah pack, that means setting it for about 8amps. If that scares you, go for 2C which would be 4 amps. As for discharging them, give it what you got.

If the pack is old, you may want to take it easy on it at first to check it's condition. Charge/discharge at a lower rate or at least in a safe area with eye protection.
