I think that is a good comprimise and should be effective for several years to come.
As for a motor only lasting a year.... How long do you expect it to last?????
Even with brushless I would be more than happy to get 12 months of racing out of a motor. I certainly wouldn't throw my hands up in the air and give up due to having to buy a $80 motor!!!!

I bet motor tuners and Trinity are happy about this. I see brushed motors making a big comeback in stock racing. Not sure if that's good or bad... Probably a good thing assuming brushed will have a small edge over BL in speed. If you want easy you get a BL, if you want to be fast at all costs you put up with the hassle of replacing brushes and tuning motors.

I guess I see the reason behind starting with the 10.5 for a year then going to the 13.5 if the intent is to have a brushed/brushless spec class as SuperStock for a year then break from brushed altogether. The effect is that we've slowed down "19-turn". I must have missed where the speed in "19-turn" nee (SuperStock) had been a concern. We kept the "bottom" power level pretty much exactly the same (I argue a bit faster as folks REALLY figure 17.5 gearing out) and slowed down the "intermediate" class.
Ah well. At least with the year moratorium we voted on in our club it saves any of us from buying the "interim" 10.5 motor. When we accept brushless spec in Fall '09 the 13.5 will be king again.

GREAT NEWS! Finally an answer, our club will more then likely follow suit with these rules, we use ROAR as a guideline...
Ok so what are the details of the rules? What makes a 17.5BL ROAR legal? Simply seeing 17.5 on the box or can makes it legal? Is it anything goes in terms of design and price? How does one tech these classes visually wihtout tear down and using a volt/ohm meter?

Dawn, great job, looks like the rules met most objectives and will be a good compromise. I really like the 2009 shift to superstock, nice approach.
1 question) assuming these rules are ineffect @ Omaha! will stock have a handout brushed and if so will a person theoretically be able to switch from one to the other from round to round or will the be locked into declaring 17.5-vs-27t?

so.. home from the meeting.... We met most of the evening Friday, all day Saturday and took a little break to visit the AMA convention next door and then all day Sunday. The minutes will be posted on the website shortly, (as soon as Corey gets his email).. and you will see nine pages of information we widdled down to something readable.
But.. you want to know..
Yes, 27T and 17.5 is the stock class of racing in ROAR competition and ... This will slow down the stock class of racing as it needs to be and maintain the stock brushed motor use at most events, especially off road, we are assuming.
19T and 10.5 is the Super Stock class. (formerly called 19T class) We recommend local programs stick with what they are doing that is working for their integration of brushed and brushless motor racing. In 2009, 13.5 will be the Super Stock class.
I'm sure there are criticisms, questions and probably even a little disappointment out there. We took the future of ROAR racing, our membership and our affliates into consideration. I'm sure you all can understand the position the Excom was placed in and the decisions were not made hastily. This thread was extremely insightful and educational for me and I thank each of you.
AND.. GEORGE CHERRY.. LIPO 7.4V BATTERIES ARE APPROVED IN ALL 6 CELL SUB-C 7.2V CLASSES.... SO WHERE IS YOUR MEMBERSHIP FORM??
