AFAIK the 416 WE comes with the center bulk head and Kwagga has a 416 Respect sir! You can drive

In that scenario it is, but lets say you ran a 1X block and a 1E block, the 1X would then be the "0" degree block, but that setup would have a wider stance.

There is a 1XD block which is the narrowest that I know of, but I don't think it's available in the revised 416 blocks.

where can i find the measurements or combos for the different blocks.
i wanna buy a couple but need 2deg 2.5 DEG and 3 deg with as wide as possible drive track...

The widest block that Tamiya makes is 1F. To use that with the toes you listed you would need a 1B, 1A, and 1X block.

1B/1F=2deg
1A/1F=2.5deg
1X/1F=3 deg

I love you too, but i'm still not gonna share a Snicker's with you, no matter how many times you ask....

Nah, skipping the warmup race and Reedy this year. Getting ready to buy a house so I gotta cut the racing budget for a while. I'll probably show up sat or sunday of Reedy to help out and watch.

If I placed +-0.75 - 1mm perspex or similar material under the bottom deck as a chassis protector, will that also help reduce flew for running foam?

I expect that it wouldn't be enough to make a noticeable difference on the track.
