If you're looking for a solution to your steering problem i'd say check that your steering isn't binding, your servo always makes a noise even when you go back to neutral, and it shouldn't do that.

now, you need to disconnect the servo from the steering and see if it moves freely by hand, if it doesnt you've found the problem. If it is free then its a servo problem itself.

Are you at work in the video? I love the fact that you have different colored PAPER CLIPS for body pins! You problem could be a few things. A mechanical bind or a faulty servo/radio. With you selection of body clips I am going to guess it is mechanical bind in the steering somewhere.

He is refering to binding in your steering. make sure everything nothing is preventing it from steering without having your servo horn on your servo. Check the ball cups to make sure they are free from binding. Also check the rack to see if it's free. Next, I'd change the servo to see if that is your problem.
The radio idea might be it too, just do one thing at a time to see what the exact problem is.

Well,
A couple of years I had this very similar problem.
I used a cheap servo with plastic gears inside. On of the gears was cracked but not fully broken. The crack in the gear could open about 0,5mm depending on which side I was turning, it didn't have a neutral to 1 side in particular, sometimes the other side was affected to.
But the TC4 uses this special type of ackerman, so maybe the problem lies somewhere in there, a movie of the car w/o body and filmed from the top would be better to check this...
Any way, you should check very well for worn parts and replace if you have doubt about a part. But I would check the servo if it uses plastic gears...
