The short and sweet answer:
Yes, you could probably race on some carpet other than the Ozite sold by CRC (I myself have done so).
Yes, it would probably be less expensive.
However, it is VERY likely that a carpet other than CRC Ozite will have worse traction characteristics than Ozite.
And it is also VERY likely that running something other than Ozite will make people less inclined to race at your track.
The bottom line is, everybody everywhere is using Ozite, meaning that most car design, setups, and so on are all based on the traction characteristics of Ozite. Using something else may work, but it's probably worth doing whatever you can to get Ozite.

I have also heard of a surface called RCP. I haven't ran on it but suposedly it is similar to ozite. Molzery Mowery Racing has a race coming up that is using that surface. Try to contact them and get some more details. They have a thread going in the Minnesota/North Dakota forum for the race that you could check out.

As for your question on what type of tires people use on Ozite - both rubber and foam are used.
Tracks vary in size depending on the amount of space you have. I would call CRC and ask them their recomendations based on the space that you have. I know their own track is not very large - which may give you some tips.
