Intense Raceway Park in Dekalb, Illinois. There is a very nice indoor carpet track with plenty of pit space. They run indoors all year with a few ovals thrown in for good measure. Full hobby shop, food on site, plenty of pit space and parking and the indoor track is handicap-friendly.

Yes it sure is. Right behind where that photo was taken is also an indoor off-road track.
